A delegation of the Central Election Commission participates in a study visit to Georgia

A delegation of the Central Electoral Commission (CEC) and the Center for Continuous Training in the Electoral Field (CICDE), led by the president of the CEC, Angelica Caraman, is performing a study visit to Georgia between July 19 and 20.

During two days, the participants presented the main achievements and challenges in the following areas: digitalization of electoral processes, ensuring the legality and transparency of the financing of political parties and electoral campaigns, promoting gender equality in electoral processes, electoral reform, organizing the training of electoral subjects.

The visit began with a meeting with the President of the Central Electoral Commission of Georgia, Giorgi Kalandarishvili, other members of the Commission as well as with the managers of relevant departments within the electoral authority. The Georgian side talked about the implementation of the pilot project digitalization of electoral processes and made a presentation of the technologies used: equipment for voter verification/authentication, machines for electronic counting of voting results. Georgian officials also presented the online application "electoral appeals". The President of the CEC, Angelica Caraman, thanked her Georgian colleagues for the offered opportunity and the shown openness.

Another topic of interest was the establishment and ensuring the activity of electoral bodies with permanent status in Georgia. In this regard, CEC representatives met with the leadership of the Krtsanisi District Electoral Council. We remind you that, according to the proposals to amend the electoral legislation, submitted by the CEC to the Parliament of the Republic of Moldova, the aim is also to perpetuate the activity of second-level constituency electoral councils.

The CEC Moldova delegation has also planned a joint meeting with the representatives of the main civil society organizations in Georgia, specialized in observing elections, improving electoral legislation and guaranteeing gender equality.

The event is organized with the support of the Council of Europe (CoE) and represents a continuation of the exchange of experience, initiated within the regional workshop, with the topic "Digital solutions in electoral processes: the new guidelines of the Council of Europe regarding the use of information and communication technology (ICT) in the processes elections in the member states of the CoE". We remind you that it was held online, on May 20, 2022, with the participation of representatives of the electoral authorities from Moldova, Georgia, as well as experts from the CoE.

It should be noted that, in 2012, the electoral authorities of Georgia and the Republic of Moldova signed a Memorandum of Understanding.
