Angelica Caraman: The increased interest of the diaspora in participating in Elections requires the review and adapting of the conditions for conducting voting outside the country

The representatives of the Central Electoral Commission (CEC) and the Center for Continuous Training in the Electoral Field (CICDE) participated in a dialogue with the citizens of the Republic of Moldova, settled abroad, during the "Days of the Diaspora" event, held on August 19-20, 2022.

During the thematic interventions, Angelica Caraman, Chairperson of the Central Electoral Commission, appreciated the opportunity to participate in a face-to-face communication with the representatives of the diaspora, taking into account the major interest of citizens from abroad for the electoral process in our country. In her speech, Mrs. Caraman informed the citizens about the actions taken by the electoral authority to improve and modernize the electoral process, but also to facilitate the access of citizens outside the country to the elections. In particular, the President of the Commission spoke about the proposals to amend the Electoral Code and the related legislation, which come to solve several problems regarding the organization of polling stations abroad, but also about the approval of the concept of the "e-Voting" system. The Internet voting system aims to offer the citizens of the Republic of Moldova an alternative voting tool, so that the electoral process becomes more accessible, inclusive, safe and innovative. It is intended for all citizens of the Republic of Moldova, wherever they are.

The President of the CEC mentioned that: "During these discussions, we exchange information about what the state authorities undertake for the citizens who, although they are abroad, are part of our society and contribute to the development of the state of the Republic of Moldova, so it is a joint and mutual effort. The subjects addressed today represent a response to the challenges we encountered during the last elections, these being among the priorities of the CEC, established in the medium and long term. At the same time, your increased interest, dear compatriots, in participating in the elections requires the revision and adaptation of the conditions for conducting the voting procedure outside the country".

During the event, an exhibition of public authorities and diaspora organizations was also organized, where the Central Electoral Commission and the Center for Continuous Training in the Electoral Field exhibited an informative stand. The interested persons received leaflets, brochures, posters regarding the activity of the institutions, civic education materials.

We mention that traditionally, in the third week of August, the State Chancellery and the Diaspora Relations Office (Bureau) in collaboration with other public authorities, conduct Diaspora Days in Chisinau. This year, the event takes place under the generic ”Small country - big heart”.
