Estonian experience regarding the implementation of Internet voting discussed at the meeting of the Interinstitutional Group on the development and piloting Informational System of the Internet Voting

The interinstitutional working group for the development and piloting of the Internet Voting Informational System met today, December 12, 2022, in a new meeting.

Estonian experience regarding the implementation of the Internet voting system was presented by Tarvi Martens, an expert who implemented the system in this country, and Epp Maaten, program director on cyber security, program leader in the Republic of Moldova.

During the discussions, Estonian experts explained how the internet voting process works in Estonia. Under the Estonian system, voters can vote for 7 days prior to Elections Day using an identification number. The system also allows voting by mobile phone, using a mobile ID.

The participants also talked about the topic of securing online voting. Experts noted that the vote is encrypted, secret and secure. At the same time, each registration number is verified through the national home registration systems, as well as in the State Register of Voters.

According to experts, the system is integrated and allows voting in several elections, these being properly delimited, verified and completed.

We remind that the Working Group was created by the initiative of the Central Electoral Commission and is made up of representatives of the CEC, the Electronic Government Agency, the Information Technology and Cyber ​​Security Service, the Public Services Agency, the Information and Security Service, the National Center for Data Protection with Personal Character, as well as of the Civic Coalition for Free and Fair Elections.
