The Council of Europe will continue to provide support to the Republic of Moldova for the improvement of electoral processes

The leadership of the Central Electoral Commission (CEC) had a meeting with Mr. Franck Daeschler, Deputy Head of the Directorate for Elections and Participatory Democracy within the Council of Europe (CoE), visiting the Republic of Moldova. The officials discussed the carried out and planned activities within the framework of the CoE project, Improving Electoral Practices in the Republic of Moldova, Phase Two.

The President of the CEC, Angelica Caraman, appreciated the organization's interest in improving electoral practice and legislation in our country and expressed gratitude for the intense and productive collaboration within the project, thanks to which the planned goals are achieved qualitatively and efficiently.

Among the main achievements of the CEC during 2022, carried out with the assistance of the CoE, are: the analysis of the electoral lists used in the last elections and the formulation of some recommendations for the improvement of their management process; developing the methodology for the new CEC subdivision that will be responsible for the supervision and control of political funding; providing international expertise for the development of the concept for the digitalization of the electoral processes in the Republic of Moldova; development of the institution's information systems; strengthening CEC capacities by facilitating the exchange of experience with colleagues in CEC Georgia.

At the same time, the actions being implemented were analyzed, as well as the opportunity to continue the support from the Council of Europe focused on adjusting the internal regulatory framework, informing citizens and other electoral subjects about the amendment of the Electoral Code and related legislation, implementing the concept of digitalization of processes elections in the Republic of Moldova, including the piloting of internet voting, strengthening the capacities of the CEC regarding the supervision and control of the financing of electoral campaigns and political parties, but also the elaboration of the strategic plan of the CEC for the period 2024-2028.

Franck Daeschler positively appreciated the results obtained by the CEC, including in the field of reforming the electoral legislation, mentioning that this process is to be a continuous one, in order to promptly respond to the changes taking place, but also to anticipate possible challenges in the organization of elections. At the same time, he showed interest in continuing to provide support to the Republic of Moldova for the improvement of electoral processes, in accordance with the objectives of the CEC, which correspond to the recommendations of the Venice Commission and those of the election observation missions.

At the end, the Chairperson of the CEC assured the European partners of the whole commitment and support for the continuation and development of cooperation with the Council of Europe.
