Constitutional referendum and presidential elections in 49 days

The second round of mayor election in 265 localities and re-election in other 8 localities of the country will take place on November 19, 2023

Having analyzed the preliminary data received through SIAS Alegeri (State Automated Election Information System) managed by the Central Electoral Commission, we can ascertain the following:

Over 1.147 million voters participated in yesterday's election, of which 55.36% are women and 44.64% are men. Presence by age was as follows:

18-25 y.o.

26-35 y.o.

56-65 y.o.

66-75 y.o.

According to the electoral Code, a candidate for the position of mayor is considered elected if he/she has obtained more than half of the valid votes cast by the voters who participated in the ballot. Thus, having the preliminary results of the voting, we can say that mayors have been elected in 623 localities of the country.

Given that no candidate has gathered more than half of the validly cast votes in the other 265 localities, a second round will be held in 2 weeks with two candidates who received the highest number of votes in the first round. The two candidates shall be listed on the ballot papers in descending order according to the number of votes obtained in the first round.

Voter turnout below the threshold of 25% was recorded in 8 localities:

1. Samananca village, Orhei district

2. Cunicea village, Floresti district

3. Nicolaevca commune, Floresti district

4. Chirsova village, ATU of Gagauzia

5. Aluatu village, Taraclia district

6. Cotovscoe village, ATU of Gagauzia

7. Salcia commune, Taraclia district

8. Chioselia Rusa village, ATU of Gagauzia

In the case of these constituencies, after declaring the election invalid, the Central Electoral Commission will order that a re-election be held in 2 weeks using the same electoral lists, with the same candidates and the same electoral councils and commissions.

Similarly, in the case of the two localities of Gagauzia, Chioselia Rusa and Cotovscoe where no election for the office of mayor was held, and Cealic village, Taraclia district where the local council has not been elected, the Central Electoral Commission will examine the conditions for organizing a partial election in these constituencies.

Level I and level II constituency electoral commissions are to submit the minutes of vote counting results for level I and level II electoral constituencies to the Central Electoral Commission within 48 hours after the closing of the polling stations. Based on such results, the CEC will decide on organizing the second round of election.

According to the new provisions of the Electoral Code, the legality of local elections will be confirmed by the relevant constituency electoral councils that will declare candidates elected, assign and validate the mandates of elected councilors and mayors, and confirm the lists of alternate candidates. A person elected for the positions of both mayor and local councilor will give his/her consent to the constituency electoral commission to be validated in one of these positions.

Ballot papers and electoral lists are kept at territorial police offices for 3 months from the confirmation of election results, after which they are destroyed.

The Commission points out that, in the case of local elections, candidates who have made it to the second round of election can campaign only after the date of the second round of election has been set by decision of the Central Electoral Commission. For the first time, candidates can make settlements within the limit of the balance received before the day of Friday preceding the election day and only for costs related to the organization of the first round of elections. However, they cannot cover costs related to the second round of elections until its date has been set by the CEC.
