According to the Electoral Code, an election can be considered valid when attended by not less than 1/4 of the number of persons registered in electoral lists. If the election is declared invalid in certain constituencies or polling stations, the Central Electoral Commission orders that a re-election be held in 2 weeks using the same electoral lists, with the same candidates and the same electoral councils and commissions.
At the same time, the electoral law stipulates that a candidate for the position of mayor is considered elected if he/she obtains more than half of the valid votes cast by the voters who participated in the election. If no candidate receives more than half of the validly cast votes, a second round of voting shall be held in 2 weeks with two candidates who received the highest number of votes in the first round. The two candidates shall be listed on the ballot papers in descending order according to the number of votes obtained in the first round. If several candidates have obtained an equal number of votes, the constituency electoral commission shall draw lots and record this in a minutes. The date of the second round of voting shall be determined by the Central Electoral Commission immediately after the results of first round voting have been processed, but not later than 10 days before the date of that election. Please note that all the information is preliminary until the original documents have been submitted by lower-level electoral bodies.
Tomorrow, November 6, 2023, at 15.00 the CEC will communicate the preliminary vote counting results for the general local election.
