Central Electoral Commission (CEC) has established the voting features of certain categories of voters in the Early Parliamentary Elections of July 11, 2021.

Thus, voters who do not have domicile certificate and/or whose residence is expired can vote at any polling station, where they will be registered in additional voters lists. This category of voters has the obligation to fill out and sign a statement on abstaining from multiple voting, otherwise they will be punished under the Criminal Code. If the voter has both domicile and residence, they shall vote at the polling station that corresponds to the residence during its validity.

Students with the right to vote enrolled in educational institutions in the locality where they do not have domicile certificate or residence can vote at any polling station opened in the respective locality and must present their ID card with the personal data sheet, present their student card confirming they are enrolled at the educational institution in the respective locality, fill out and sign a statement on abstaining from multiple voting.

Voters with the right to vote who, on the Elections Day, will be in hospitals, health resorts, leisure facilities located in a different locality than that of their permanent place of living, can vote by being included in the additional voters lists, in case when the above-mentioned institutions are located in the area of a different polling station than that voters are assigned to according to the valid domicile or residence or the lists for voting at the place of stay, in case when the above-mentioned institutions are located within the area of the polling station for which voters are assigned to.

Individuals detained under an arrest warrant pending the issue of the court decision, individuals sentenced to imprisonment (deprivation of freedom) whose sentence is not definitive, individuals executing a contravention sanction in the form of arrest, individuals sentenced to imprisonment (deprivation of freedom) through definitive judgment, in penitentiary institutions, in a locality where they do not have domicile certificate or residence, can vote by being included in additional voters lists or in the lists for voting at their place of stay.

Individuals enlisted in the army can vote in the early parliamentary elections at the polling station in the locality where the military unit is deployed, being included in the additional voters lists.

Registration in the additional list of the above-mentioned categories of voters is carried out 2 weeks before the Elections Day and until 6 a.m. on the day preceding the voting.

On the Elections Day, only voters with symptoms of COVID-19 can vote, before 3 a.m., at the place of stay without having to present the medical certificate and are registered in the lists for voting at the place of stay. This will be recorded by the member of the precinct electoral bureau under the heading “Note” of the voters list.
