The concept of the "e-Voting" Internet voting system was approved by the CEC

Central Electoral Commission (CEC) approved, during today's meeting, the concept of the internet voting system "e-Voting". According to the document, Internet voting is a process of exercising the right to vote through a platform accessible on the Internet, with the use of a means of electronic identification of the voter. Just like traditional paper voting, internet voting is carried out in 2 steps: identifying the voter based on an identity document compatible with electronic identification systems and expressing the voting option. Within the CEC's IT architecture, internet voting will be ensured by an information subsystem called "e-Voting", part of the SIAS "Elections" information system.

The Internet voting system aims to offer the citizens of the Republic of Moldova an alternative voting tool, so that the electoral process becomes more accessible, inclusive, safe and innovative. It is intended for all citizens of the Republic of Moldova, wherever they are, and a specific objective of this voting method is to ensure access to the electoral process for citizens who are unable to travel to the polling station.

The development and implementation of the internet voting system will be carried out in several stages, each of them having a related action plan. Also, its implementation will be correlated with the implementation of the National Digital Transformation Strategy and the strengthening of the cyber security of the government infrastructure. Thus, the development and implementation of the system is to be done in parallel with 2 other important processes: ensuring citizens' easy access to means of electronic authentication (electronic signature, electronic identity card, etc.) and developing the capabilities to ensure the cyber security of the Republic of Moldova. After approval, the development of the technical solution and the adjustment of the legal framework will follow.

The concept of the internet voting system "e-Votare" is the result of the efforts of the working group established by decision no. 262 of December 31, 2021. At the same time, the working group was assisted by two international experts from the Council of Europe.

The decision adopted today by the CEC will be submitted to the Government and the Parliament of the Republic of Moldova for examination.
